RULES OF THE FESTIVAL
1. The festival accepts entries realized on the basis of classical/standard film animation procedures or computer animated films.
2. Eligible for entry are only those animated films produced exclusively in European countries, not longer than 25 minutes in length, and produced after January 1, 2003.
3. THE WORK OF THE SELECTION COMMITTEE AND AWARDS JURY
The Selection Committee and the Awards Jury responsible for giving prizes at the BALKANIMA 2004 festival will be comprised of experts from the field of animation, film authors/filmmakers, film animation educators and film critics. The Selection Committee consists of three members from Belgrade while a separate Awards Committee will be comprised of a three-member International Jury.
The decisions of the Selection Committee on the final selection of films entered for the Main Competition Program and Panorama Program will be sent to as notice to all the authors that have sent their entries, by September 12, 2005, at the latest.

-Animated films with a maximum duration of up to 5 minutes
-Animated films with a maximum duration from 5 to 25 minutes
-Experimental animated films
-Student animated films
-Advertising films and musical clips
-First film
5. AWARDS / PRIZES
-Five special Diplomas for Best Film, covering all the categories
-One special Diploma for the best film on art
-One Diploma for the Best Animated Erotic Film
-Three Diplomas available to the AWARDS JURY to be given according to the discretion of the Jury members (best mini film, best animation, drawing, music, etc.)
-A Trophy of the Festival for Best Directed Film
-A Trophy of the Festival to the author of the Best Student’s film from the region of SE Europe
-The GRAND PRIX of the Festival
-SPECIAL HONORS AWARD to an author for exceptional contribution to film animation art in the Balkans
-The AWARD of the AUDIENCE (favorite film) for the BEST STUDENT FILM
-The awards of the Official Jury belong to the awarded film directors if not otherwise specified. All the prizes must be awarded on the occasion of the Festival.
6. SPECIAL AWARDS AND PRIZES
Film organizations, institutes and academies may also present their own separate Awards if they previously give notice, in written form, enumerating all the members of their Award Juries, and stating the purpose of the Award they are giving and in what exact form will the Award or Prize be in.

8. Sending Copies for the Selection Committee
Filled out applications for the festival (entry forms), with a copy of the entered work on one of the suggested formats, along with photographs, drawings from the film, a portrait of the Director and other materials are to be sent to the following address:

NON COMMERCIAL VALUE FOR CULTURAL PURPOSES ONLY
The cassettes with films on Betacam SP will be returned to the authors within 25 days of the last day of the Festival. Dispatch and postal return fees for copies are, understandably, at the expense of the producers or authors of the films.
9. ACCEPTANCE OF THE TERMS AND CONDITIONS OF THE FESTIVAL
It is understood that all the authors that have sent their films to the Selection Committee and that have signed their application sheets (entry forms), have by means of this very act accepted and acknowledged all the terms and conditions cited in the Rules of the Festival. |
